Statement: The average OpenSSF Scorecard score across the top one million critical open source projects is approximately 5.4 out of 10, as reported by OpenSSF or associated research.

Supporting Evidence Would Show

  • OpenSSF project publications or blog posts reporting aggregate Scorecard statistics with a mean near 5.4.
  • Academic papers analyzing Scorecard distributions that report a mean of approximately 5.4.
  • BigQuery public dataset analyses showing the distribution of Scorecard scores centering around 5.4.

Eliminating Evidence Would Show

  • Official OpenSSF publications reporting a significantly different mean (e.g., 3.0 or 7.0).
  • Evidence that the 'top one million' population does not exist or uses a different scoring methodology.
  • Studies showing the mean Scorecard score is heavily skewed and the 5.4 mean is misleading.
