Reasoning

The DOL framework's explicit naming of "hallucinations and accuracy limits" eliminates H3. Hallucination is the one AI failure mode that has successfully entered the training vocabulary. It is the most widely addressed specific AI limitation across all the training materials examined.

Relationship to Other Hypotheses

H3 is eliminated. Hallucination is addressed in training — the question is how it is characterized (H1 comprehensive vs H2 random-error framing), not whether it is addressed at all.
