The specificity of limitation coverage follows a gradient correlated with the stakes of the domain — healthcare (NHS) is most specific, government (DOL, GSA) is moderately specific, and commercial/corporate training is least specific. This makes structural sense: higher-stakes domains have more motivation to address specific failure modes.
A significant finding is the absence gap: no publicly visible training program covers the full spectrum of AI behavioral tendencies (hallucination, sycophancy, automation bias, confirmation bias, overreliance).
