Statement¶
Requirements exist but are indirect, fragmented, or nascent: some regulatory language addresses system design to mitigate automation bias, but it stops short of prescriptive constraints on output behavior (such as preventing the system from reinforcing user assumptions or providing agreeable-but-incorrect output). The requirements are emerging, ambiguous, or limited to specific sub-domains.

This is the best-supported hypothesis. Across all four sectors examined, the pattern is consistent: regulatory frameworks acknowledge automation bias and overreliance as risks, some include system-side design requirements (EU AI Act, FAA, NIST, DoD), but none explicitly prohibit AI systems from providing agreeable-but-incorrect output or require systems to actively challenge user assumptions. The requirements operate at the level of "design the system to enable effective oversight" rather than "design the system to push back against the user."

Contradicting Evidence¶
No evidence directly contradicts H3. All evidence is consistent with the characterization that requirements are indirect, fragmented, or nascent.
Reasoning¶
The consistent pattern across four sectors is: (1) the problem is recognized, (2) some system-side design requirements exist, but (3) none prescribe constraints on the content or agreeableness of AI output. The gap between "design the system for transparency" and "design the system to not be sycophantic" is the central finding. This gap exists because the regulated-industry vocabulary (automation bias, overtrust, calibrated trust) frames the problem as a human cognitive vulnerability to be managed through system design, while the AI safety vocabulary (sycophancy) frames it as a system behavior to be constrained directly. The regulations have caught up with the human-factors framing but not yet with the AI safety framing.
Relationship to Other Hypotheses¶
H3 subsumes the partial truth in both H1 (requirements do exist) and H2 (they are mostly human-focused). It adds the critical qualifier that the existing requirements do not address output-level sycophancy — the specific gap the researcher's query is probing.
