Reasoning¶
H1 is supported by the primary source text hosted on NCBI Bookshelf, which explicitly states "21 standards with 82 elements of performance." The four stages are confirmed with standard counts (8 + 6 + 4 + 3 = 21). The publisher attribution is technically the IOM rather than NAS, but the IOM operates under the National Academies umbrella. H1 is the strongest hypothesis.
Relationship to Other Hypotheses¶
